What the structure tells us before kickoff

  • Atwater runs one step design for everyone, from Recreation Leader to City Manager: six steps, a 27.6% spread. Range width, step size and the number of steps are the first questions scope item D asks, and the peer market page shows how the neighboring cities build theirs.
  • Many of the class specifications posted on the City's HR page predate 2020 or carry no date; the Finance Director specification ends "Rev. 10-10-05." Scope item A starts there.
  • Grade codes carry letter suffixes (MU 180a, 180b, 180c) where classes in different series share a range. Mechanic I, Sewer Maintenance Worker I and Water Systems Operator I all sit on the same $3,589.73 to $4,581.50 range. Shared ranges are deliberate alignment decisions, and the study should confirm each one still holds.
  • Fire suppression is delivered under contract (the FY 2026-27 budget lists CAL FIRE battalion chiefs), so the schedule carries reserve firefighter lines and the Chief Building Official/Fire Code Official, with no career firefighter series. The peer market for fire classes is therefore narrow and specific.
  • On February 23, 2026 staff asked Council to equalize department head ranges (Resolution No. 3597-26), noting that the Public Works, Human Resources and Finance Director ranges sat below Community Development's. On A-27 as adopted in June, the Public Works top step sits within $14 a month of Community Development's, while Finance and Human Resources remain $1,270 and $1,929 a month lower. The director tier is a live question the study should settle.

Internal relationships, from the public numbers

Scope item F asks for supervisor and subordinate, entry and journey, and manager and director relationships. These differentials compare top steps on A-27. The study tests each one against duties and the market.
