How to read this, and what the study changes

Base pay only. Top step is the range maximum before longevity, education or POST incentive pay. Total compensation comes on the next page and in the study's survey.
Matches by title and published duties. Each agency's own title is shown on hover. The study confirms every match against class specifications and drops matches that fail.
Not yet the comparator list. The RFP asks us to select comparators with the City and to write down why (scope B.1), and the June 2026 side letters call for up to twelve comparator cities. Merced County appears here for reference on the classes it shares with Atwater. Agencies that contract police to a sheriff, or fire to CAL FIRE, drop out of those benchmarks.
Fire benchmarks are left off. Atwater's fire suppression is under contract, so career firefighter comparisons do not apply to City classes.
